Upper House is definitely very good with upgrades. Feel free to drop me a PM/email etc if you need help. However, as was mentioned on here, t's not necessarily the most wheelchair friendly access place. The split level bathrooms don't help either in that regard.
I confirm that TUH has been very kind with upgrades. This hotel acts like they want the business. There are many good hotels in HK but TUH has become my choice.
I am worried about the rooms at TUH for limited mobility. There is usually a step up to get to the shower. I suspect they have rooms designed for this, but I'd check. I have to assume there is a lift that gets you around that dark spooky entrance to the second floor.
I'd also add that IC is the best hotel for the views. I wouldn't spend the extra money on the Pen, although this is a very good hotel.
The top hotels in HK: FS, MO, MO Landmark, Upper House, Pen, IC, RC et al. -- Every hotel on this list handily beats the best hotel in say, SF or Seattle. You'll have trouble screwing this up. I prefer HK Island to Kowloon, but that is because I like the hike to the top of the Peak. That trail is more easily accessed from HK Island. Also, I like the buzz at TUH.
