Yes.
This is my first year with UA, and I have around 97K EQM's (all BIS) so far. I have spent about 50% of those miles in F/C, the remainder in E+.
Last year, I flew over 50K miles on CO. As a Gold Elite with CO, I was upgraded maybe half the time. The downside was that when I did not get upgraded, I sat in E, which is the same as E- on UA.
UA's system wins hands down.
