I can tell you from personal experience before I had status that check in lines were often over an hour at YVR international during the period before all the Asia flights leave. So it would not surprise me if it's purely a check-in cutoff issue then AC failing over and over again to rectify the situation with the classic "oh please go see that agent over there, he'll surely help you" pass-the-buck-because-my-shift-is-ending.
