AS 287 LAX-SEA. We landed at 2:03am. Baggage didn't start coming in until 2:26am. I was one of the first to grab my bag and went straight to the counter where the person there didn't even hesitate to give me a certificate. Didn't see anyone else going for the certificate, but I didn't stick around to see if anyone did.
