As a local to Fort Lauderdale, I've never heard of a hotel being charged a fee (and passing it along to guests) for beach use.

The beaches in Fort Lauderdale are operated by the Parks and Recreation department. They designate an official vendor to provide chairs and umbrellas. (I tried searching online for the name and prices, but didn't have much luck.)

There is no charge to use Fort Lauderdale Beach. You can bring your own chairs and umbrellas for free. If you don't have a chair, you can rent one from the vendor. I've never heard of/seen them renting towels, but I guess that's possible.
