When did he hit the $25K in spend? For the DL Plat AMEX the boost posts within a few days of the close of the statement where you went over $25K. Your message implies this is not the case and that he hit the $25K a while ago, but mentioning this for the sake of completeness.

If indeed he hit the $25K a while ago, has he gotten miles etc. posted for his purchases? If not, check whether the Sky Miles number on the AMEX matches his number -- there have been a number of reports (for both DL and SPG) of AMEX creating new FF/loyalty accounts when you open a credit card. In this case I would contact AMEX to have the correct number associated with the card, and contact DL to have the accounts merged. I suspect he would have noticed by now if he weren't getting miles for his purchases though...

Is he well over $25K or only barely?
