not unusual to run out of choices and what you haven't told us is how many pax there were.

if it was 6 pax in total (4 in row 1 taking cooked, 1 in row 2 and you in row 3), understandable that they wouldn't have more than 4/6 of one particular meal.

if it was e.g. 4 rows of 4 pax and they had 4/16 cooked, that's rather poor.
