Business Extra (note the recent rename, no more extra A) is designed for business, so typically the account "owner" would be the business, with one or more "travel managers" (BX/BE account admins). So typically the people travelling would not be the same as the travel managers, but nothing would prevent it from being so. When you make the reservation, just make sure the BX number is on the reservation.
