I called back AMEX, and the new CSR confirmed the following:
1. They cannot expedite a card until I report not receiving it 10 days after it was sent.
2. They cannot re-route to an address at which I receive deliveries.
3. My temporary CID/card allows a maximum spend of $500 (!!!) (Not too helpful in booking travel)
The CSR confirmed that there was no way I could have entered my PO Box as my address of record in the application process, or to have requested expedited delivery by UPS/FedEx.
All in all, it will have to be an incredibly wonderful next year of service and benefits for AMEX to recover from this initial impression.
Edit: I did try the mobile app, but that said my card number was invalid.
