Can also be time of purchase vs. time of check-in. On GPU flights you tend to have a bunch of 1Ks on Ws where waitlist goes to third tiebreaker. On ps, it's not uncommon for a number of pax to have same fare class, e.g., an S or a T, which is a very commonly purchased discount fare.
