Only issue with this is I am increasingly seeing PS and TATL flights (maybe a summer thing to try for IN?

) with a couple people at #1 and 2 on the list, who then get leapfrogged by people listed #3 ,4,5 who clear after check-in. This suggests to me that there are people WLd for I(N) who rank ahead of people WLd for PN/R, then get leapfrogged by those lower-listed people during the EUA stage of upgrade processing, thanks to the fact PN>R>IN.
I can't see another way to explain a significant number of leapfrogs on routes with no CPU/Y->PN type effects, which suggests either there's something weird about the lists on PS/intl flights or at least
some I(N) requests are still jumping above instrument-supported requests on the gate list.
