HAvent heard of this on domestic US carriers in a long, long, time. I know PMUA used to do it on occasion - used to include a line of red text indicating card needed to be shown at check in before one could travel if you needed to. Got this a handful of times.
Definitely common on international carriers out of some places. Ex-BOM, UA was practically the only international carrier I've flown that never asked - I've definitely been asked at counter of CX, TK, TG, SQ.
