Some U.S. car-rental companies offer more than one type of damage waiver. One type absolves the renter of all responsibility (as long as the terms of the rental contract are not violated); the other type reduces -- but does not completely eliminate -- the renter's responsibility in the event of damage to the car. I know that Alamo offers both types of damage waiver; not sure about Enterprise. What does your rental contract say?
