Assuming you're flying AZ or Delta and simply connecting at FCO, you will never leave the actual T3 and the non-Schengen zone. In other words, you'll never have to go though immigration (this does not answer the question of whether you need a transit visa, though). T1 is only mentioned for check-in purposes. In contrast, if you have a stop-over at FCO you will indeed need a visa, since you'll need to actually leave T3 (no overnighting there).
