Concrete proof is the link in my post just above yours - Royal Carribean on a previous cruise departing from Osanbashi.

Whether your cruise line will arrange for this, whether it is available to passengers who purchased the tour outside Japan, whether your local cruise line office is aware of this service... who knows.

It costs more than the standard takkyubin (which you send to the service depot near the pier). With this service, I am sure any passenger can use it, as long as you can fill out the online request. Sagawa also have takkyubin counters at HND.
