It was somewhere in 2003/2004, I believe that prior to this US citizens could get a visa on arrival but a reciprocal change meant that a visa had to obtained prior to travel.
I could be remembering the events incorrectly but it stuck in my mind because he was a frequent traveller to our office in Sao Paulo and this was the first time he couldn't get in. Other members of our team on EU passports did not have a problem.
