I found someone's passport at a gas station in Houston once. Bad part of town. I was able to find them on LinkedIn and get it back to them. I beleive that if you mail it back to the state department they get destroyed and the person will need to get a new one. It turned out this persons purse was stolen and apparently they had attempted to use one of her credit cards at this gas station.
