Remember on cashier-enforced 'no Amex' - they may get a discount for taking Amex off their processing fees if they're an OptBlue merchant. All-cards packages are cheaper. But individually, Amex cards may cost a bit more - so they accept the all-cards package then make cashiers enforce 'no Amex'. Thankfully, contactless is making this harder to enforce.
If I had to guess, I imagine it's cashier enforced. The first thing that popped through my head was to Android Pay with an AmEx, but my earnings are better with Freedom this quarter and CSR after the $1500. My concern is they'll disable (also via cashier enforcement) contactless support and/or put the terminals behind the register.

I tried checking AmEx for acceptance, but I didn't see the merchant name listed. Perhaps it's too new of an installation. Paying for an all cards package but having a store policy of not accepting AmEx has to violate the Ts&Cs at some level, but I don't know if Clover or AmEx would be the proper location to lodge a complaint if this is in fact the case.

They may have. Before, the cashier would swipe your card on the POS.
