To me this looks like the standard baggage. I get this 23kg allowance in MMB all the time. However, as a silver I get 2x 32kg. And I've used this with one kit bag all the time that is 28kg. Are you sure the normal baggage is only one bag?
I think you may be assuming the 2 x 23kg is your silver "special baggage" and worrying that you will have only one on the way back; when in reality the standard baggage is 2 x 23kg and you as a silver will have extra on the way out.
