Yes, they generally don't start boarding until T-45 or T-50 (depending on aircraft capacity). It's one of those requirements that's never actually enforced. You'll be fine with showing up at T-30. I suspect the policy may date back to the times when people would check-in at the gate. Obviously no longer a requirement these days.
