Standard Elite SUVs (like the Ford Explorer) accommodate 7 passengers.

Fullsize SUVs (like the Tahoe, Expedition, Yukon) accommodate 8 passengers.

Premium SUVs (like the Suburban) accommodate 8+.

Minivans seat 7 but typically have as much or more storage as a Fullsize SUV and are often (but not always) less expensive than Fullsize SUVs.

The question of drop fees is academic. It doesn't matter whether you're paying $400 plus $100 in taxes/fees for the rental and a $250 drop fee, or $650 plus $100 in taxes/fees. In either case it's $750 total, so don't get hung up on the drop fees. All that matters in the end it the total price including all taxes/fees and any associated drop fees.
