Yes, there are ways to mitigate this issue. The problem is our complaints never make it to the IT team so they have no idea a problem exists. Quite often reported issues get stuck in a system and if not reviewed by the right people stay there. BTW, this issue is not just with IT problems. Just like job hunting, finding the right person is the trick!
Personally, I often find Hilton properties offer at&t service for their wifi and with that I am able to use my at&t credentials to get connected and bypass the Hilton front end altogether. Take the time to check out what's in the area and what alternatives are available.
