Your friend can get RDM for the extra seats. Just send email to Delta after the flight is flown with ticket number of the extra seats. I did it a couple of times, no problem.

it won't be processed automatically. If your friend doesn't contact Delta, he will only get RDM based on what he paid for just one seat.
