shuttle buses to/from Surasak BTS

erecting an elevated walkway (under the BTS tracks) from Surasak towards the river, maybe with a moving walkway

Maybe some hotels will have electric tuk-tuks, mini-vans and small buses plying the eastern shore, ferrying people from their pier drop-off to Susrasak?

I guess you could check with the hotel once construction begins, but prior to your trip, via email to see what their plans are?
