Is there some building code for hotels that prevent a couple of overhead lights on one wall switch? I get the extra lamps etc, but would be nice to have overhead lights similar to a home.

The ceiling you see, in these hotel rooms, is often the underside of the concrete slab for the floor above. They do not have a drop ceiling or other cavity space in which it is easy to hide electrical conduit and light fixtures. The reason for this construction is that it is economical and very fast.
