The airfare between New York and Montreal is unfortunately expensive. I flew this route twice on Air Canada onto Europe and the New York / Montreal sectors were empty. If the fares were more reasonable there may be more local traffic.

As to Norwegian a friend took them last week to Paris on a Dreamliner from JFK in Premium for $600 one way and liked it, though of course you don't get flat beds.
