Last time I was cancelling a P fare TPAC ticket, I had the option to get a refund to CC less cancellation fees, or get a refund as the form of credit voucher equal to the ticket price. I would suggest calling in (or even try it online) and see if you have the second option.
Also, if you discussion your situation with a supervisor, there is a chance that the change fee will be waived.

I check the Fare Conditions and rules for every fare. Not all P fares have the same rules or cancel fees. Some higher P fares to Japan earlier this year had a lower cancel fee. The low $2847 P fares that were offered for sale back in April had different cancel fees.
I used to think all P fares to the same destination had the same fees. Some were $300 and some were $500.
The same is true of the PE fares. For NRT/HND and HKG, for example, the fee most often was $200 or $300 to cancel with full refund and that was for the lowest fare PE.
Other destinations do not allow cancel and refund on lowest PE.
So, way back, I got used to checking the fare rules and conditions for every ticket.
AC or other cc insurance may cover part or most of the cost, but not all.
