Could you provide some examples of what you're seeing? It would be great if we had some idea of when you don't get special fares (regardless of price).

The first examples I remember seeing on FT where AAVacations use did not get Special Fares were ones where -- perhaps coincidentally -- the trip was less than 3 nights. The buyers bought because it was a much lower fare. But that might have been because it was a special deal.
