Since it is on two tickets, the answer should be TG will most probably check bags (TG is good at that) to final destination, but they are not obliged to do so and depending on PVG regulations they may not to do so.
As others said, considering frequent delays and transfer uncertainty, 2 hours in PVG is close to suicide...
