If you want to upgrade to hot you can just go to Lockwoods. We were with gold's and we wanted to eat with them and ate there and they comped the hot upgrade (even though we were told there was a charge) since we were diamonds but our friends who are gold got charged so must be a YMMV

They moved it from the lounge because it was such a zoo most weekends. A few times when I couldn't find a seat I complained and they gave me vouchers for the restaurant. Potter's has a lot more seats and they can also put a stop from someone staying on the exec level or a diamond who has access from bringing in a lot of other people. I have seen conferences there and people who have access will just bring their friends up to the lounge staying in the hotel who shouldn't have access and I think this helps cut down on that abuse as well.
