JW Marriott does not have a full Harbour View Room, if I remember correctly, because of the buildings in front of the hotel.

Looks like Renaissance has a minimum number of nights required for the Harbour View Room booking, you can try searching for two nights or three nights including NYE and book a cancelable rate. Then call Marriott Customer Service to modify the reservation to NYE only and see if this method works.
