I very nicely expressed my displeasure to the agent with Blue Executive Club.
She immediately agreed with me, that the policy is not properly disclosed for new customers to their airline.
She apologized that I had to "research on my own," club world policies. So many of you reminded me how silly i was not to do so.

OP was also caught by the BA dynamic pricing, reserving/paying for seats during booking is $nnn . If you then go back in 2mins after booking ones tickets, the seat reservation $nnn fee is now alas increased.
Waiting longer until nearer booking means the worse dynamic pricing cuts in and seat rservation rates increase further.
In this case OP got a result, but a very rare win in the current BA climate of total disinterest in being fair to passengers.
