If there are no vehicles, there are no vehicles. Enterprise can't manufacture one for you, so you always need Plan B.
Typically, your own travel insurance will also cover all of the consequential damages here, especially if a OW rental is really expensive, you are stuck somewhere overnight, you no show for an inflexible air ticket and so on.
I understand your point. I was trying to see what help is usually provided when the vehicle is not operable - whether its the owners fault or some mechanical failure.
plan B was executed as we were without a vehicle for 24 hours. Used public transport and it is great in Vancouver.
We also planned to take Amtrak from Vancouver to Seattle if there was no vehicle.
