OP, yes its possible to transfer from BA to iberia. However a IB account must be 90 days old & earned at least one avios before you can transfer in and out.

Mileage one way JFK to MAD in Y is 17k avios & £57 (select the blue class fare), 25,500 avios & £57 in Premium economy, and 34k avios & £67 in business.
