Speeding by itself is not a criminal offense. However, failure to act on the tickets can lead to serious consequence.
I am surprised that you are still able to renew your license. License suspension is usually the first thing done to those failed to act.
It is your own problem. FWIW - you can fight the charges, arrange payments, etc.

Out-of-state licenses can be suspended for use in some state/states but still may be valid and renewed in other states.
Child support payment issues don't commonly result directly in being denied travel. Something that becomes rather evident when US dual-citizens denied US passports still manage to travel internationally by air.
Whether or not state/local arrest warrants for moving/parking-related violations result in denied international travel is a matter that is up in the air, and the outcome is dependent upon the details of the relevant circumstances.
Flying out of Texas on international tickets with Texas warrants may be less of a problem for the person than flying back into Texas with a Texas airport as the US port of entry.
My suggestion for the person would be to get a lawyer involved in fixing the matter by dealing with the relevant DA office(/s), at least before flying back into Texas from outside of the US; it may be even be better to skip the foreign trip from the US and just get the situation addressed by the relevant DA office(/s) before flying out of the US.
While it's not my advice, I've known some DAs to be contacted about unpaid traffic related violations and no-showing and agreeing to settle the matter in a way that the violator can afford, payment plans possible. Even the broke may be able to afford a phone call to the DA's office, and if calling from a remote jurisidiction for the DA, the DA may be just fine with a mutually workable solution.
