A hair in the bed is a no-go, same in the bathroom. Ditto for fingerprints or visible dirt/debris on doors, furnitures, mirrors, glas, coffee machines, shiny surfaces in general, in a 5* hotel resp. IC or a 4* full service hotel of the major western chains such as IHG, Marriott, Hilton, anywhere in the world. I avoid if possible rooms with carpets except those in 5* luxury hotels (anyway they most time have parquet or tiled floors). Never had such problems or a different hygiene impression compared to Europe during a stay in China except in pure Chinese hotels in not major cities, nor smelled smoke in toilets. So I agree with the OP that there might be a problem with this particular hotel. And the room does not look inviting at all.
