Yes and no.

A full background check WILL NOT be done. However, your name will be cross-matched with various lists to screen those are no-fly, have outstanding arrest warrants, child support payment issues, etc.

Speeding by itself is not a criminal offense. However, failure to act on the tickets can lead to serious consequence.

I am surprised that you are still able to renew your license. License suspension is usually the first thing done to those failed to act.

It is your own problem. FWIW - you can fight the charges, arrange payments, etc.
