IDK the answers but your hypothesis seems very plausible.

Perhaps find the cheapest possible AT fare and try it? Eye opener, the cheapest AT I could find is LAX-OAK at $221.

Is 1.5 cent per UR a decent return? I've got tons of them but haven't focused on them yet.
