Make sure that you are using the 9-digit code and last name listed on the mailer and that you are going to the URL listed on the mailer. There are multiple URLs and I believe that you need to go to the one listed on the mailer.

Well I simply tried it again this morning doing nothing different and it worked. I guess Citi site was just wonky at midnight. App went into pending as expected.
