To be honest, extending the row 1 benefit to non-OWEs/non-Gold on an OWE/Gold member's booking (or TCP) does other OWEs/Gold disservice by reducing availability. They should render it genuinely Gold/OWE only.

If GGL, they can assign Gold to their family member if they want to sit next to them in Row 1.
