The guy also committed tax evasion and caused your employer to file false tax returns.

What he did is a slight variation on what a bunch of NBA referees did. They were entitled to fly full F and paid for full F tickets. They would submit those for reimbursement, cancel the F tickets, rebook the cheapest Y they could find and then pocket the difference.

They went to federal prison.

The difference is, of course, income reportable by the referees.
