The drive to Sveti from DBV wasn't fun. Lots of winding roads. It is prettty though. We sat at the border crossing also for 45 mins. Mind you this was a couple years back though. If I were to go back I would fly directly into either Tivat or Podrogica; connecting if necessary in Belgrade. I did see the flight through Vienna which looks like a great option.
