I suspect franchises are very common with hotels. Some chains may own and/or operate the property, but I suspect many are not. Some chains may have a strong control over franchises. Some properties will snap to when someone from corporate calls, some don't care. Most chains will have a regional director to oversee the properties, but my guess is they won't deal with the FDCs.
There is always the fear when travelling that someone will try to take advantage of those less informed. If I haven't been there before, I will ask someone at the hotel what to expect and what to watch out for. I was in Chile and was approached in the airport by someone about a ride to the airport. A couple of military types came over and shooed him away telling me all legitimate taxis were outside (as I expected).
