It looks like I was wrong. While the legislation -Aviation Act + the EU legislation- look promising, it looks like there's a ruling from the EU Court stating that the national administrative body is not obliged to take actions to enforce an individual passenger's right to a compensation. However, doing so doesn't seem to be forbidden either.

This doesn't mean that you couldn't still bring this to Trafi's attention and ask them to act. And even if Trafi wouldn't be legally obliged to take actions with an individual case, they should do so over time if there's a pattern of AY not following the (EU) legislation.
