You are right here, i did not scroll down and for QR it is indeed the case. It is not a general rule though. If the fees are stated separately then automated reissue shall take both into account.
I dont need to change anything on my ticket, the fees I posted were exactly for USD 1,000 RT MOW-SGN ticket that i hold.
To me putting such ridiculous rules into play simply shows no respect to customers.
I imagine a not that advanced traveller on the call asking if he can refund a USD 1,000 ticket and getting excited on 'Yes, you can'.... However, the fee will be USD 2,000

I don't give ... anything though as long as i fly cheap, but if when i have to pay proper price it will be a factor.
Another off topic - today at DME airport a couple had problems with flying QR today probably due to a visa issue. And QR check in staff advised they would need to change the ticket at their own expense, however, they were not giving them accurate information - misleading about availability due to married segments...
