Dont know about Tescos, but Carrefours are coded as grocery stores by BofA 1-2-3 card (had the grandfathered 0% forex fee from Schwab which sold its cards to BofA). I do not know Aldi charges a surcharge for using CC. We buy at both Lidl and Aldi when on European roadtrips as they generally are conveniently located and quick in and out. Dont recall using CC has surcharge.
The Aldi here finally takes CC since about a year ago - it even advertised about it! No surcharge. It is not always good prices though.
