Yes, you can still earn Diamond, but you would need to fly the required 125K MQM (the 19K you already plan to fly will count as part of that) and either spend the requisite MQD or earn the AMEX waiver.
Note that even though the challenge will give you PM status, that not the same as having flown 75K MQM, so flying 50K additional MQM will NOT earn you Diamond status. You need to fly the full 125K in calendar year 2017 to earn Diamond.
