If travel time Germany-MEL is more than 24 hours than it may not be possible to tag bags for CHC but only for MEL -- in which case Tobis will have to follow the procedure described by QF support (re-checking his bags at the customs hall without clearing customs). It all depends on the originating ariline check-in (EK? BA? CX? JL? ... there are lots of possibilities even with a QF issued ticket) and some will not interline to CHC but only to MEL. Others will tag bags through to CHC which is of course preferred but it sounds like this cannot be done for this itinerary.
