As a frequent traveler to KWI, I would hesitate to do this. KWI is not efficient, and you would need to get a visa to enter the country since baggage claim is after immigration. Even if you arrange a visa ahead of time or pay the visa escort service to facilitate you, baggage takes a signifcant time to come out. In a best case scenario, you'd probably have your bag 45 minutes after landing. A better estimate is probably an hour, and if you don't have a visa facilitator and it's a busy time of night, two or more hours would be normal.
Once you get your bag, it's pretty quick . Go upstairs, get to the etihad desk, and then get back through security. EY is a quick Check In in Kuwait. If your flying business, security would be quick. Probably 20-30 minutes from getting your bag to being back at the gate .
if everything works well, you can do it. But I wouldn't expect things to work that smoothly at KWI.
