The VIA pack saves you probably $200 per pack while the AC Latitude pack saves you near $1000 per pack. By letting people transfer their Latitude passes to someone else, that means the other person won't be buying it at the regular rate when they would have. Just because VIA is doing it, it doesn't mean it's a smart move and AC has to follow... just like AC gives free UG to J on their Latitude packs, and does VIA gives free UG to VIA1 class on their VIA packs? I don't think so.
